Sacrificar a comunidade inteira ou proteger o indivíduo? Esse é o dilema: voto secreto ou voto aberto.

O voto deve ser secreto ou aberto?
A democracia não é apenas um mecanismo para somar preferências privadas. Ela também é uma escola de caráter público. Nas tradições comunais suíças, a ideia de base sempre foi esta: cidadãos se encontram como iguais para decidir juntos sobre assuntos comuns. Em muitas comunas suíças, essa lógica ainda aparece nas assembleias locais, em que moradores debatem e votam diretamente, inclusive por mãos levantadas em certos contextos. Essa tradição é descrita como parte de uma vida política enraizada na autonomia das comunidades locais.
Daí surge o argumento moral mais forte a favor do voto público: quem participa do governo da comunidade deve ter coragem cívica para assumir, diante dos demais, a decisão que ajuda a impor a todos. O voto aberto transforma a deliberação em um ato de responsabilidade. Ele dá rosto à decisão política. Em vez de reduzir a cidadania a uma preferência privada escondida, ele a eleva à condição de compromisso público com o bem comum.
Essa visão se aproxima da tradição republicana de virtude cívica, na qual ser cidadão não significa apenas ter direitos, mas também participar ativamente da preservação da comunidade política com coragem, honestidade e senso de justiça.
Há ainda um ponto filosófico importante a seu favor. A Stanford Encyclopedia observa que o debate sobre publicidade e sigilo na política não produz uma justificativa simples e definitiva para exigir sigilo do eleitor comum enquanto representantes deliberam e votam publicamente. Ela destaca também a ideia de accountability horizontal, isto é, a necessidade de justificar nossas decisões àqueles que viverão sob seus efeitos. Em outras palavras: o sigilo protege o indivíduo, mas a publicidade também protege a comunidade.
Por isso, é possível inverter a narrativa habitual da “captura social”. O sigilo pode evitar certas pressões, mas também pode enfraquecer o senso de dever público, dissolver a responsabilidade pessoal e transformar a política em escolha privada parecida com consumo. O voto público, ao contrário, educa para a convivência política, obriga cada um a responder pelo que apoia e fortalece a confiança entre cidadãos, porque todos sabem que as posições assumidas foram sustentadas às claras.
O voto secreto protege o indivíduo. O voto aberto protege a comunidade e forma o cidadão. Como não há como colocar ambos no centro do mesmo ato político, adotamos o voto aberto como padrão. Afinal, a verdadeira base da prosperidade são comunidades fortes, coesas e responsáveis por suas próprias decisões.
